Position Title: Senior Environmental Compliance Administrator OPEN UNTIL FILLED

Position Purpose: This position plans, organizes, develops, and administers compliance with environmental law and regulations relating to the operation of generation and transmission facilities with emphasis on water and waste regulations at all Cooperative facilities. This position works closely with environmental coordinators, engineers, plant personnel, and other environmental professionals at each Basin Electric facility to ensure compliance with applicable water and waste laws, and coordinate a comprehensive approach to achieving compliance with all environmental laws and requirements at all Basin Electric facilities through interaction with state and federal regulatory agencies, permit application preparation and submittal, and routine reporting. The incumbent serves as the water and, waste management control subject matter expert during the periodic facility audits or reviews. This position also provides backup to other positions within the environmental services division, and may be assigned to various environmental permitting projects or project teams, depending on the project requirements and the workloads of other environmental service professionals.
Qualifications: To perform effectively in this position, the incumbent must have knowledge of power plant design and operation; and pollution control technologies, regulations, and related environmental sciences. This is acquired through the completion of a four-year degree in hydrology, geology, physical science, or an Engineering Accreditation Commission/ Accreditation Board for Engineering and Technology (EAC/ABET) accredited engineering program, and 10 years of related water and waste pollution control experience. Knowledge of Tier II, TRI and SPCC regulations is preferred. The incumbent must be proficient with personal computers and Microsoft Office, and must possess the ability to demonstrate excellent written and verbal communications skills. The ability to learn quickly, and organize and present complex data is also required. The incumbent must have a valid driver’s license. Registration as a Professional Engineer (PE) and knowledge and experience with state and federal permitting processes (NEPA, state siting, USACE, FAA, FCC, USFWS, NRC, etc.) are preferred. This position will travel approximately 30 percent of the time by car or cooperative/commercial plane.
Typical Physical/Mental/Environmental Demands: This position requires frequent sitting and standing/walking; and occasional reaching below and above shoulder level, use of keyboard/computer, bending, kneeling, lifting/carrying up to 50 pounds, and pushing/pulling up to 20 pounds. It also requires finger dexterity and hand coordination. This position requires good hearing and vision, and the ability to speak. It also requires the ability to develop plans, procedures, and goals; present information to others; and work under stress to complete projects within deadlines. Frequent travel is required, either by operating a motor vehicle or flying in cooperative/commercial airplane. This position is occasionally exposed to extreme heat, cold, dirt/dust, chemicals, fumes, poor ventilation, vibration, electrical risks, and noise. This position must be respirator qualified. The incumbent will occasionally be required to work at heights up to 300 feet. Inspections and testing of environmental areas require work in confined spaces. This position also requires good color vision, finger dexterity, ability to perform close work, and good hearing. The incumbent uses small hand tools and testing equipment. This position must be able to operate a motor vehicle.
