General Position Overview:
Brighton Central School District is a 100% contract transportation district. Position involves direction, planning, budgeting and supervision of pupil transportation services for eligible students including special needs students residing within the school district. Work is performed under the general supervision of a District administrator with latitude allowed for the exercise of independent judgment in providing safe, adequate and cost effective transportation. Position is heavily focused on customer service and responsiveness to school community members as it relates to transportation services and coordination of service with transportation contractors.
Typical Work Activities:
- Recommends and implements transportation policy established by Superintendent and the Board of Education.
- Directs the development of transportation routes for District students, including special needs with BOCES, to district and non-district schools.
- Supervises and participates in the development of bus schedules and times and bus stop locations for various routes and coordinates cooperative transportation with neighboring districts.
- Oversees contractor’s bidding process for Brighton bus routes and interviews and approves all potential drivers assigned to Brighton bus routes.
- Oversees daily operation of students transported and stops and mileage made for use in State report and support to Board of Education.
- Prepares technical and statistical reports on transportation operations for administration as needed.
- Oversees schedule of school field and athletic trips – Checks and authorizes bills for contracted services
- Assists contractor in training bus drivers with state mandated regulations.
- Assists contractor in preparing employees for appropriate job performance including qualification and disqualification of drivers for Brighton routes
- Assists contractor in discipline of drivers and maintaining district expectations of services from contractor’s staff
- Maintains all transportation records and files for school district
- Inspects contractors’ files to assure state regulated compliance of driver training and bus maintenance
- Works directly with school administrators to maintain student compliance to safe transportation and school code of conduct
- May conduct disciplinary meetings involving student conduct/driver interaction to determine cause for suspension of transportation privileges.
- Attends and speaks at parent meetings, orientation programs at schools and student training presentations regarding transportation interests, policy and issues.
- Attends town meetings regarding road construction and area bus transportation issues.
- Reports to and maintains accident scene involving Brighton buses.
- Inspects/Approves buses and drivers for leased school trips with coach companies.
- Ability to dispatch on two-way radio system for daily operation.

Must be on the current civil service Transportation Director II certification of eligibles, be eligible for a transfer or eligible to sit for an upcoming exam.
Required Knowledge, Skills and Abilities:

- Thorough knowledge of Transportation Law (DOT) to monitor contractor’s performance and compliances and drivers fitness.
- Thorough knowledge of Motor Vehicle Law:
- Pertains to driver qualifications and training requirements

- Thorough knowledge of State, City, and Town traffic laws, hazard zones and walk zones.
- Good knowledge of records maintenance and practices budget control and road audits on driver staff.
- Administrative/Supervisory skill – Ability to plan, schedule, assign, designate, coordinator and review the work of others.
- Ability to develop efficient transportation routes, schedule bus times and safe stop locations with follow-up route audits.
- Ability to match transportation methods with students transportation requirements implemented with applicable State Law and District practices to routing.
- Ability to review bills and authorize payment and Brighton transportation payroll.
- Ability to maintain detailed records and present applicable solutions to routing issues as needed.
- Ability to deal effectively with District administrators, teachers, and paraprofessionals.
- Ability to develop patience and health commensurate with demands of the position.
- Ability to work extra hours as needed to accomplish necessary tasks to meet transportation deadlines.
- Ability to dispatch on two-way and to maintain control of transportation issues related to traffic and weather as they unfold in a daily basis and to make quick decisions for safety.
Minimum Qualifications:

- Bachelor’s Degree plus further studies directly related to student transportation (NYAPT Professional Development Series or Certification Program) with 3 years of experience in student transportation including responsibility for planning, budgeting, routing, scheduling, driver training/supervision, arranging contracted services, dispatch or office management (including responsibilites for personnel and payroll operations), one (1) year of which shall have included supervision.
- High School Diploma with studies directly related to student transportation (NYAPT Professional Development Series or Certification Program) with 7 years of experience as noted above.
- Any equivalent experience as defined in A or B.

Desired Special Requirements:
- Possess valid NYS CDLBPS operators license.
- Certified 19A Examiner.
- School Bus Driver Instructor.
