Description Welcome to The North Dakota University System (NDUS), the unified system of higher education consisting of five community colleges, four regional universities and two research universities serving 45,000+ students. Core Technology Services (CTS) provides secure information management and technology services to North Dakota University System students, faculty, staff, and state residents. CTS links academic and business services with the NDUS community, connecting users to the information and educational resources they need to accomplish their goals. The Procurement Officer assists our System Office, CTS teams and our campuses to find the IT solution that best fits their needs, for the best price, all the while ensuring that all private entities have an equal opportunity to participate and succeed in providing their products and services. They also have the opportunity to lead the negotiations and manage the resulting contracts. We are seeking the perfect person to fill this role and offer a starting annual salary of $50,000+ with job title and salary commensurate with knowledge and experience. Job Duties: • Provide technical assistance regarding procurement laws, policies and procedures • Provide input to the development and administration of CTS procurement policies and procedures • Serve as a mediator between the institution and the contractor in contract disputes • Represent the North Dakota University System at state and national meetings, conferences, training sessions, and events • Prepare communication to include correspondence, brochures, reports, training and other written materials • Develop and maintain contacts with institutions and state agencies, other governmental entities, vendors, and other interested parties • Design, implement, and document processes related to procurement • Support the CTS asset management system • Perform CTS Procurements • Assist with managing Enterprise contracts • Coordinate software contract management, and assist with proper accounting of purchases for the North Dakota University System
Requirements: High School Diploma or GED; Motivated to learn and be mentored; Ability to effectively communicate to all levels of the organization; Ability to work independently, capable of organizing and prioritizing the work of self and others; handle multiple and sometimes conflicting priorities while maintaining quality and productivity; Demonstrated proficiency with PC productivity tools (such as MS Word and Adobe Acrobat).
Preferred Requirements: Demonstrated procurement, contract management, written/oral communication, and organizational skills; Previous experience performing bids, request for proposals and familiarity of supplier marketing tactics; Bachelor’s degree; Experience working in higher education; Experience in public procurement; Knowledge and previous experience gathering RFP requirements; Certified Associate in Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB) certification from the Universal Public Procurement Certification Council (UPPCC) or willingness to work toward this certification.
TYPE OF APPOINTMENT: This is a full-time, 12-month, benefited position in the 3000/Professional broadband, exempt from FLSA (not overtime eligible).
